Note:

  1. There will be only 4 running scales henceforth.

  2. First one is for the Sub-staff and the second one is for Clerks.

  3. The third one is for Officers in a fresh grade that is to be created by merging JMGS I, MMGS II, MMGS III and SMGS IV.  This grade will be known as Manager grade.

  4. The 4th and the last one will be created by merging SMGS V, TEG VI and TEG VII.  This grade will be known as Senior Manager grade.

  5. The revised scales as above have been constructed by merging the D.A. as on 31-12-2011 (63% with the index at 4516 points) and adding a further 27% to the amount so arrived at (i.e. 1.63 times the present Basic Pay multiplied by 1.27).

  6. This works out to 2.0701 times the present Basic Pay.

  7. This figure has been finally rounded off to arrive at the new Basic Pay.

  8. Fitment in the new scale will be made depending on the number of years completed in the proposed rank/grade.

  9. Additional increments in lieu of FPP and PQP are to be paid.

  10. As for the future D.A, it is proposed that for the rise/fall of each slab (4 points) in the All India Consumer Price Index for Industrial Workers (Base: 1960=100), there will be an increase/decrease of 0.10% in the D.A. which will be computed basing on the revised Basic Pay and all other allowances ranking for Superannuation Benefits.

  11. Assuming that the average AICPI for the quarter ending 31-03-2014 will be at 5616 points, the new D.A. will be 27.5% of the new Basic Pay plus allowances ranking for superannuation benefits, for the quarter beginning 1st May, 2014.

  12. Besides, HRA, CCA etc. are expected to be paid at enhanced rates.

  1. Dear friends,

The third and fourth columns of the above table represent the starting and closing basic pay in the existing scales.

The fifth column represents the new running scales.

For officers in JMGS I to SMGS IV, there will be only one running scale.

Similarly, for officers in SMGS V to TEG VII (AGMs to GMs), there will be only one running scale.

This is done with a view to avoid stagnation in one stage/scale. Because of running scale of longer period, there will not be any necessity for stagnation increments.

    2. If the officer has not reached the stagnation, he will get one additional increment, on getting promotion.

  3. Every time unions come up with us juicy proposals only to show the members how serious they are for the settlements and finally signs a settlement as devised by the managementt which meagre in all respects and which is much less compared to the Govt central state as well as other psu. Theyy are serious only in retirement plans thus losing the bargaining powers as most are nearing their retirement. Hence, PLEASE STOP CONFUSING THE BANKERS AND BEFOOLING THEM.

  4. this type of pay structure is a must for banks to remain competetitive in cut throat competition of pvt banks

  5. The rejection of clerks from pay increase started around 3 bipartite back. Why the difference between Substaff & clerk is 12000 & 15000 and a clerk to officer 15000& 30000. In former there exists qualification mismatch but in the second one there is no qualification mismatch. Why not the clerks get Rs25000 and an officer Rs 30000? Media reject clerks totally and they are sidelined to bear pension cost but every other bank employee upwards get full share

  6. Let the workmen opt for pay commission and officer go for bipartite as there is nothing worth for the workmen as they all are submerged in stagnation and poor pay.

  7. Clerks will lose faith in the bipartite

  8. As one must have observed, the projected scales are 2.07 times the present scales only. If there is distortion in the present scales themselves, you must ask your leaders the reasons for them. (Award Staff Union leaders consistently gave lot of importance to sub-staff at the expense of clerks on the plea that they - the sub-staff - are the ones who will stay with the union till their retirement or at least for decades, unlike the clerks).

Can you see in any other industry or government department where a 5th class failed fellow is paid Rs.30,000 per month as salaries alone, at the maximum of the scale?

That apart, in terms of the working hours, leave, transfers, risks and responsibilities and most importantly attitude towards work and customer service, there is a vast difference between clerks and officers.

If award staff unions were stronger and more powerful, they could have secured thousands of posts created in 'Special Assistants' category. But, they made this post redundant and irrelevant, because of two reasons.

    1. After the introduction of 'Single Window' concept in banks, additional allowance is being paid, but even today, single window is not implemented even to the extent of 25% of the envisaged level. Why single window, clerks don't even receive postal/courier envelopes, hold spare/emergency set of premises keys and give acknowledgement to the customers on the counterfoil, for the clearing cheques deposited.

    2. Even after paying attractive special allowance to the special assistants, managements could not get anything extra from them as they are no different from other award staff and do not want to share any risks and shirking of responsibilities is quite common among them.

  10. I was promoted from clerk to officer cadre wef 25/02/2012 in Bank of Baroda.

Due to anomaly in fitment, special allowance and PQP were not
considered in fitment and superannuation benefit which

was Rs 28,110/- in clerk was given fitment to me Rs 27,300- in Officer
Cadre in Bank of Baroda and due to settlement,

my superannuation benefit was lowered due to PROMOTION.

And due to settlement of 10th bi.settlement, if I was a clerk,

If I was UT , I would have got following pay :ON 01/05/2015
    Basic .....31,540+ stag increment (8) 10,480+ spe allow rs 1930+ PQP 2010+
    PPP ..1310= 47270

While I got promotion from 25/02/2013 from clerk to officer cadre
and my basic would be Rs45950/-

As in award staff, 8th stagnation increment is awarded in 10th bi
    settlement while it
is not simultneously, not reflected in Scale I officer as stagnation
    increment not given
after 2 years but it will be given after 3 years as previous settlement

So please look into the matter with IBA so as to avoid anomaly in fitment for
promotion from clerk to officer cadre
